The purpose of this letter is to inform the staff of the addition of American Society of

' Mechanical Engineers (ASME) Boiler and Pressure Vessel Code ,Section XI, Code Case N-496-1 to the River Eend Station (RBS) Inservice Inspection Program (ISI).

Entergy Operations, Inc. (EOI), requested approval to establish ISI programs in accordance with the 1992 Edition, with certain portions of the 1993 Addenda, of the ASME code,Section XI. The NRC approved the request and issued its Safety Evaluation in a letter dated December 12,1996. RBS revised the ISI program and began implementation for the second ten-year interval December 1,1997 (reference EOI's letter dated December 2,1997). Further, the ISI program includes a listing of ASME Code Cases applicable to the RBS program, as approved in NRC letters dated September 4,1997, July 30,1997, November 19,1997, and February 3, 1995 (Code Cases N-416-1, N-498-1, N-508-1, N-509, N-524, and N-532).

In addition ta specific approval of ASME Section XI Code Cases, the provisions of 10 CFR \

50.55a, " Codes and Standards," reference NRC Regulatory Guide (RG) 1.147, " Inservice Inspcction Code Case Acceptability - ASME Section XI Division I," for Code Cases that the I\\

NRC has found are " generally acceptable to the NRC staff for implementation." Revision 11 (October 1994) is the latest revision of RG 1.147 issued to date, and includes those Code Cases that were in effect on July 28,1992. In Revision 11, Code Case N-496, " Helical-Coil Tlucaded O Inserts," dated March 14,1991, is listed as an acceptable Code Case with no exceptions.

May 14,1999 Page 2 of 3 As noted above, RBS updated to the 1992 Edition of ASME Section XI (as approved by the NRC). In earlier editions of Section XI, repair requirements were included in Article IWA-4000, and replacement requirements were included in Article IWA-7000. In the 1992 Edition of ASME Section XI, these requirements are combined into Article IWA-4000. Code Case N-496, approved in March 1991, specifies that "[t]he installation of the helical-coil threaded insert shall be performed in accordance with IWA-7000 and IWB-7000, IWC-7000, as applicable."

On May 11,1994, the ASME Committee approved Code Case N-496-1 to correct the referenced paragraphs for repair and replacement activities. The change was specifically designated as an " editorial" change. In fact, only the paragraph that references IWA-4000 is changed to read as follows:

The installation of the helical-coil threaded insert shall be performed in accordance with IWA-4000 (IWA-7000 and IWA-7000, IWC-7000, or IWD-7000, as applicable, for Editions and Addenda prior to the 1991 Addenda).

- RG 1.147 notes that the endorsement of a Code Case by this guide constitutes acceptance ofits technical position for applications not precluded by other requirements. Because the technical content of Code Case N-496 and N-496-1 are the same, we have concluded that we may apply Code Case N-496-1 to the RBS repair and replacement program, which is applicable to the 1992 Edition of ASME Section XI. The ISI program will be revised to include reference to Code Case N-496-1 (reference attachment 1).

This notification meets the commitment (reference EOI's letter to the NRC, dated November 1, 1996) to notify the staff of changes to the ISI Program. If you have any questions, please contact Richard McAdams at 225-336-6224.
