! During a Special Inspection of the PASS during the week of June 18-22, 1984, it was noted by the inspector that the High-Range Noble Gas Accident Monitor i
RE-29 did not appear to have been seismically mounted. The licensee performed a seismic analysis of this monitor as a result of the inspector's inquiry.
Region V received the enclosed PG&E IOM on October 1, 1984.
Based on discussions with the Radiation Protection Manager on October 1, 1984, Region V was informed that in view of the existing requirements they have no
- intention to implement the recommendations described in the enclosure.
i We consider implementation of the recommendation to be reasonable, prudent and of trivial cost. However, we are sensitive to the back-fitting concern and j, request you review this matter and advise us as to whether or not the present seismic capabilities are acceptable.

} equi;z,ent -as in accordance with UBC Zcne 4 requirements (Horizontal l acceleraticn - 0.2 g).
'Ihe seismic capability of the monitor's present anchorage is as follows:
(I) Horizontal & Vertical Seismic acceleraticn acting simultaneously (a) 0.6 g based cn AISC allcwable stress (b) 1.0 g based cn yield stres' i of'the materials.
'Ihe above capacities are based cn 7 as is" configuratico in which it was noted that toth drill and tap screws are not effective in transferrirg the loads to the platform. 'Ibe seismic capacity of the anchorage would be enhanced if either of the follcwing (a-)-oc-(b) is taken:
(a) Replace toth drill ard tap screws with regular A325 tolts with nuts.
i (b) Provide 1/4" fillet weld (4 inches long) between 3/4" plate and W4X13 supporting mamb r of the same side as drill and tap screws.
