CONSIDERATION OF LOW POWER LICENSE FOR DIABLO CANYON UNIT 2 -
ISSUANCE OF SUPPLEMENT NO. 28 TO SAFETY EVALUATION REPORT Enclosed for your information is a copy of Supplement No. 28 to the Safety Evaluation Report (SER) for Diablo Canyon Nuclear Power Plant. As stated in my memorandum of April 19, 1985,- this supplement discusses the status of allegations. The draft.of Supplement 28 forwarded to you on April 19, 1985 did not include the Computerized Allegation Tracking System Printout. The enclosed final copy contains this printout. That is the only difference in the copy sent to you and the enclosed approved copy.
Supplement 31 to the Diablo Canyon SER will be completed within the next few days.
This supplement contains no open issues which the staff believes would impact low power operation.
