  • MEMORANDUM FOR:

Office of Nuclear Reactor Regulation FROM: Stephen G. Burns, Acting Director and Chief Counsel Regional Operations and Enforcement Office of the Executive Legal Director

SUBJECT:

AMENDED 2.206 PETITION RE: DIABLO CANYON By Petition dated March 14, 1985, Mr. Thomas Devine on behalf of Messrs.

McDermott and O'Neill has supplemented earlier Petitions (July 31, 1984 and November 16,1984) filed under 10 CFR 5 2.206 concerning alleged problems at the Diablo Canyon facility. As this supplemental Petition has numerous exhibits and affidavits, and because you and your, staff received copies through the NRC internal document distribution system, I have not enclosed a copy. This series of affidavits appears to focus on alleged computer modeling deficiencies and quality assurance problems with safety-related fasteners supplied by Cardinal Industrial Products, Inc. They should be considered along with the other information submitted by these Petitioners in developing a final response to the 2.206 Petition.

We have drafted for your use an acknowledgment letter to Mr. Devine. If you have any questions, feel free to contact our office.
