SUBJECT:
DIABLO CANYON UNIT 2 LICENSING SCHEDULE - NEED FOR EFFECTIVENESS REVIEW The Office of Policy Evaluatics issued an Isumediate Effectiveness Review for a low-power license for Diablo Canyon Unit 1 on August 6,1981, and an i
Isunediate Effectiveness Review for a full-power license on October 21, 1982.
{
The full-power review covered both Un?.s 1 and 2, and the low-power review covered many issues cosenon to Units 1 and 2.
We will update our issnediate effectiveness paper by reviewing and reporting to the Comunission on those l
technical and policy issues which we find in the latest Supplements to the Diablo Canyon Safety Evaluation Reports (SSER's 28-31).
\\
Supplement 29 has already been issued and is under review by OPE. SSER 30 covers piping and support issues and will be sent to the Cossnission within a couple of weeks. SSER 28, on allegations received prior to January 31, 1985, and SSER 31, on all other pertinent licensing issues, will be sent to the Cossnission in early April. OPE's review will be fomarded to the Casunission as soon as possible after we receive the last SSER. OGC will review the staff's reply to the Joint Intervenors' 2.206 petition of March 14, 1985.
Given the amount of public attention and Congressional interest focused on the two Diablo Canyon plants, we believe the staff should brief the t
Cossnission on pertinent licensing matters prior to issuing a low-power license for Unit 2, and we note that a meeting has been scheduled for
, e understand that PG&E has estimated that Unit 2 will be ready May 1, 1985.
W to load fuel no sooner than April 22, 1985.
This paper has been coordinated with OGC.
