SUBJECT:

FULL POWER OPERATION - DIABLO CANYON UNIT 1 PACIFIC GAS AND ELECTRIC COMFANY Based on the results of our inspection efforts, we have determined that Construction and Testing of the subject facility have been completed in substantial agreement with docketed commitments and regulatory requirements, with the exception of items indicated in the enclosure. With the exception of noted items, we have completed our inspections in accordance with the requirements contained in FC 2500. Region V is not aware of any additional items, within our jurisdici ton, which are required to be completed before full power operation. The remaining items identified in the enclosure have been categorized with recommended completion milestones.

As part of our inspection efforts, we have reviewed the licensee's implementation of the Quality Assurance Program for Operations, and have found that it meets the requirements of 10 CFR 50, Appendix B.

ENCLOSURE A ITEMS TO BE COMPLETED BEFORE EXCEEDING 5% POWER During Region V inspection of 50-275/84-18, the staff found that the licensee's Post Accident Sampling System (PASS) did not meet the requirements stated in SSER-14 and presented four technical issues which need to be resolved prior to full operation.

  • Samples can be drawn at full system pressure but no tests of the ability to draw a sample at reduced pressure has been conducted.

  • The fact that dilution factors in the PASS have varied by a factor of two between different samples needs to be analyzed and evaluated by the licensee.
  • The technical requirements for PASS operability are not defined.
  • The radiation dose assessment to PASS operators apparently did not consider nearby ventilation ducting as a source of radiation.

These items as well as the inconsistencies between SSER 14 and the licensee's system were discussed with NRR (on June 27, 1984, E. Garcia, RV; B. Buckley, NRR).

Guidance and/or resolution is expected from NRR for the SSER 14 inconsistencies.
