On April 18, 1985, the Diablo Canyon Unit 2 Briefing Package was sent to you for your information and use containing: .

1. Briefing Slidis for the low power briefing

2. The Proposed Low Power License

3. Evaluation of Diablo Canyon Unit 1 Operating Experience to Date

4. Region V Operation Readiness Reports (December 5,1984, April 15,1985)

There are four Supplements to the Safety Evaluation Report (SSER) associated with this low power licensing. SSERs 29 and 30 were provided to you by Board Notification on March 14, 1985 and April 12,1985 (Board Notifications35-035 and 85-037, respectively). The draft of SSER 28 discussing the status of allegations is enclosed.

SSER 31 is in support of the low power license and is in preparation. It will be forwarded . s soon as it is available. SSER 31 contains no open issue which the staff believes would impact low power operation.
