SUBJECT:

LICENSING ACTION REVIEW SCHEDULES FOR GENERIC 1ETTER 83-28 (SALEM ATWS EVENTS)

The subject memorandum, dated February 11, 1985, requested addressees to review applicable licensing action items and either confirm the acceptability of the proposed review completion schedule or propose another schedule.

Based on our review of the correspondence available from the Document Control System, it appears that Requests for Additional Information (for at least one item) will be required for each of the licensees. In addition, some submittals are still due from the licensees (some are scheduled for as late 1

as August 1985); and the suitability of these submittals cannot be determined until they have been received. Notwithstanding these uncertainties, we believe the proposed schedules are attainable based on the following assumptions:

1.

Outstanding issues can be resolved by one RAI.

2.

The licensee is fully responsive to the RAI and satisfies the guidance set forth in Generic Letter 83-28 and the defined acceptance criteria.

3.

The licensee's respcases to RAIs are received at Regir V within 90 days of transe!.ttal of the request to the Project Manager.

If the above assumptions are not satisfied, however, the schedul for the affected actions will require adjustment on a day-for-day basis until the obstructing matters are resolved.

t It is also noted that for certain licensees (San Onofre Units 1, 2 and 3 and WNP-2) resolution of Item 4.5.1 is dependent on NRR's disposition of the licensee?s justification for nonconformance. Should NRR reject the i

justification, significant additional time may be required for resolution of-l this issue. Accordingly we

.elieve the schedule for this item for these licensees similarly should 1a keyed to the resolution of Item 4.5.2 on a day-for-day basis.

Subject to the foregoing assumptions and considerations, we concur in the proposed schedule and will endeavor to complete action on Items 3.1.1/3.1.2 l

and 4.1 for all facilities by December 31, 1985 and on Items 3.2.1/3.2.2 and 4.5.1 for all facilities by December 31, 1986.
