MEETING WITH REPRESENTATIVES OF THE OHIO EMERGENCY EVACUATION REVIEW TEAM WORKING GROUP SUBCOP9IITTEE Members of my staff and I met with representatives of the Ohio Emergency Evacuation Review Team (EERT) Working Group Subcommittee on May 21, 1987.

The purpose of this meeting was to tour the NRC Operations Center, discuss the NRC role in incident res)onse and our Emergency Response Data System (ERDS) program. A list of tie attendees and a copy of the EERT report to Governor Celeste is enclosed.

The EERT Working Group Subcommittee is responsible for determining the appropriate method for implementation of several of the recommendations contained in the EERT report. In particular, recommendation Number 5 (Page 14) establishes a direct computer link between the state and the nuclear facilities' control room to provide the state with direct infor-mation about reactor conditions. ' Prior to their visit with us the subcommittee had met with the Illinois Department of Nuclear Safety (IDNS) to tour their facility and discuss the IDNS Data Line currently set up with the facilities in Illinois.

Our discussions indicated that the subcommittee felt that the ERDS concept was the appropriate system for plant monitoring. They agreed that the limited

'- data set and activation only during emergencies was more suitable for their role as well as ours. However, they also believe that the recommendation in the EERT report, which they have no authority to modify, mandates 24-hour monitoring of plant conditions with some sort of threshold monitoring which, when exceeded, would trigger specific emergency response actions by the state.

They did, however, believe that the ERDS parameter list would provide sufficient data to satisfy the EERT mandate.

From our discussions there is a distinct possibility that the State of Ohio will enact legislation to establish a data link type of system with 24-hour monitoring and trigger levels.

As you recall, in August, 1986, I wrote to inform you that I had withdrawn my support from Ohio's plan for responding to emergencies at nuclear power plants because of my concerns )

about the adequacy of the plan to protect Ohioans.

]

I appointed a Cabinet level group to re-evaluate the adequacy l of the plan. The Emergency Evacuation Review Team has completed its review, and I as pleased to provide you with a copy of its report. I am in full agreement with the report's conclusions and recommendations.

The report concludes that the current emergency response plan is inadequate and, as a reruit, I have decided to pursue every legal and administrative action possible to compel Perry and Davis-Besse to operate at low-power until the deficiencies in the plan are corrected.

In the meantime, I would hope that the Nuclear Regulatory Commission would reassess its position and not allow these plants to operate above low-power in the absence of an adequate emergency response plan.

The report also raises serious questions about the basic assumptions underlying current emergency response planning s tanda rds. I intend to work with my colleagues and with -

Congress to create a national blue-ribbon commission of independent experts to investigate the potential for severe accidents, review the existing standards for containment safety, and evaluate the lessons of Chernobyl for U.S.

reactor safety and emergency response.
