This responds to your July 31, 1986 letter to me on New York State's interest in the Emergency Response Data System (ERDS) being developed by the NRC.

In your letter, you inquired about State participation in the meetings our contractor is holding with the power reactor licensees in your State. The meetings are intended to provide an opportunity for our contractor to assess current utility capabilities and changes that would be required in existing utility systems to support the ERDS at each reactor. The result will be an assessment of the difficulty of implementing an ERDS and a proposed system design.

We appreciate your interest in ERDS. To address your interest we suggest an initial meeting in the very near future of State and NRC staff, perhaps at the NRC Emergency Operations Center in Bethesda, Maryland, to discuss ERDS in detail. At that meeting we can also discuss the interface among the State, licensee, and NRC during an emergency. If, after that meeting, there is still a desire to attend the ERDS site visits, that will be arranged. I an informed that three ERDS site visits have already taken place in New York. Visits to the remaining sites have not been scheduled. You could be provided the schedule of visits to the remaining sites as it is developed.
