REGIONAL ACTIONS IN RESPONSE TO OIA REPORT l

Reference:

Memo 12/17/86, Martin to Stello i In my memo of December 17,'1987, I proposed certain regional actions to be taken which included a number of training initiatives. Your memo of January 21, 1987, endorsed those actions, authorized me to proceed, and directed me to advise you of the specifics of those activities. This memorandum is for that purpose.

With regard to the training of supervisors and staff, the following activities have been conducted:

Training on Regional Policy Guide 2201, " Disposition of Inspection Findings " was conducted for all regional staff and management during the period of September 23 to October 25, 1986. All Division Directors conducted workshops with supervisory personnel after January 1,1987.

Training for managers and supervisors on Management and Employee Rights and Responsibilities was conducted by H. Meadows, Labor Relations Specialist, on March 12, 1987.

A training course, " Performance Management Workshop," was conducted through the assistance of MDTS. This was conducted by H. Emrich from the USDA Graduate School on March 30 through April 2, 1987.

The following Policy Guides had been issued or are in the final stages of I editing prior to issuance to address those issues for which training of the staff was indicated:

Victor Stello, Jr. , ED0 - In addition to the actions taken above, the method of staff training has been revised to increase the level cf accountability of individual supervisors. The regional Training Officer, in conjunction with the Regional Administrator, now  !

identifies those training topics which are work-performance in nature.

Individual supervisors are required to conduct one-on-one training with their employees and certify to the Training Officer when that training is complete.

Training' topics which are more general in nature and directed towards enhancement of the background or knowledge level of the staff do not require 1 this one-on-one type of training. This training approach has been in place since February 4, 1987.

The improved inspection report tracking system has been operational since 1 February 15, 1987. j I trust this w!11 satisfy your need for information on our progress on these matters. I will continue to execute the program that I have outlined and add to it as appropriate. Moreover, I will, under separate cover, transmit copies J of these policy guides to DEDRO with a request that they be reviewed to provide extra assurance that I have not provided any guidance to the staff which conflicts with Program Office guidance.

I do not plan to supplement this memorandum further unless you so request.
