MEMORANDUM FOR:
Robert D. Martin Regional Administrator FROM:
Karen E. League Regional Personnel Officer
SUBJECT:
TRAINING Correspondence as a result of the Comanche Peak Investigative Report assignea i
Region IV with an action item of providing training to employees identified in the report. Mr. Paul Check assigned me the task of recommending appropriate training.
I have contacted Dr. Joe W. Rode, Ph.D. in Bedferd, Texas, who comes highly recommended by several local private companies who have used him for training sessions.
Dr. Rode is willing to design a training session to fit our needs.
He has conducted seminars in the areas of behavioral patterns, stress, and irgerpersonal communications.
1 Dr. Rode's fee is $75 per hour of training in his office.
If we prefer the i
training be conducted onsite, he would include travel time to and from our office in his fee for an additional $25.00.
Dr. Rode recommends 3-5 sessions of 1 hour1.157407e-5 days
2.777778e-4 hours
1.653439e-6 weeks
3.805e-7 months
each per person which would be within our limits of $1000 for a sole source bid through a contract for training.
For references, I contacted Dr. Glenn Lightford, Chief of Police, City ci
)
Bedford and Mr. Tom Drummond with the U.S. Insurance Group in Fort Worth.
Dr. Rode has conducted training for employees in their organizations. Their comments are as follows:
Mr. Lightford - I have a lot of faith in Dr. Rode.
He has assisted me in many areas, especially in criminal behavior and interdepartmental problems.
I am currently using Dr. Rode's help in the selection of a major position in the police department.
He was extremely helpful with identifying a problem with a ranking official who was having problems with peers and subordinate.
Through Dr. Rode we discovered the employee was bringing his home problems to work.
The employee's performance has improved substantially and now the employee has elected to see Dr. Rode on his own in dealing with his home problems.

Robert D. Martin l Tom Drummond - We use Dr. Rode annually for seminars on stress and interpersonal communications. The sessions are usually 1-2 hours with groups of 15-20 employees. Dr. Rode is a great speaker and can have an influence on employees without them realizing it, through his ability to bring up subjects naturally.
The employees always ha've a positive reaction to his training sessions.
If we desire, Dr. Rode is willing to meet with us prior to conducting the training in order to tailor the training to provide the most benefits for the employees.
Let me know if you wish to pursue this training.
