AUG 2 61987 MEMORANDUM FOR: James M. Taylor Deputy Executive Director for Regional Operations FROM: Robert D. Martin Regional Administrator

SUBJECT:

ACTIONS PLANNED IN REGARD TO THE REPORT OF THE COMANCHE PEAK REPORT REVIEW GROUP I have read the basic text of the report of the Comanche Peak Report Review Group (Arlotto Report), which was sent to me last week coincident with its public release. While I was naturally interested in the report's contents, it was especially gratifying to me to know that so many NRC senior managers and staff approached and carried out this difficult responsibility in such a dedicated and dispassionate manner. Even though the Comanche Peak Report Review Group worked principally from existing documents and had other bounds for its task, it is clear from a preliminary reading that its report contains a thoughtful discussion and recommendations which can be beneficial to both Region IV and the entire agency.

Accordingly, my staff and I are beginning a detailed review of those sections ,

of the report and supporting documents which specifically address Region IV's performance. This review will be used to establish actions which, in my judgment, when added to actions already under way and announced by the Commission, will further improve Region IV operations. It is my intention to complete this task within approximately 30 days. I will keep you informed of my conclusions.

l Members of the new Region IV management team will be briefed about this project as they report to their new jobs, and they will, of course, be intimately involved in the application of the lessons we learn. I believe this will be an important element in achieving the Commission's and the E00's goals for Region IV.
