MC 31 MEMORANDUM FOR: H. S. Phillips FROM: Robert D. Martin, Regional Administrator

SUBJECT:

FOLLOW-UP ACTION ON OIA REPORT - OIA File #86-10 This letter is to inform you of certain interim follow-on actions that are being taken to reach a' final resolution to the issues that are treated in the subject DIA report. I understand that the ED0 has proposed the formation of a;special review group, under the leadership of John Davis, to review a number of aspects of the OIA report.

I have decided that the principals in this investigation, you and Mr. Westennan be available. on a full-time basis to this review group until a final deter-mination can be made relative to the safety significance of the issues in contention, and whether appropriate handling was given to each issue.

Accordingly, in anticipation of Commission approval of this review group proposal, you are hereby detailed, as shown on the attached NRC Form 50, to the Office of the Regional Administrator, effective innediately, on a full-time basis. General information about your assignment will be forthcoming as of that group formulates the methodology by which they carry out this task. I will keep you informed of specific directives as I receive them.

Until any such directives are received, you are to prepare statements on each of the issues identified in Attachment MM of the OIA report in the following format:

1. Restatement of issue as shown in MM (for easy identification by the reviewgroup).
2. Expanded statement containing the essentials of the issue with references to any appropriate background material in the report or its attachments to help the review group understand the essential nature of the issue.
3. A statement of the fundamental safety significance of this issue.

4 A statement as to the ultimate handling of the issue and whether it was or was not appropriate, and why.

These documents are to be prepared as quickly as possible, but are to be completed by January 15, 1987. If any other schedule is established, I will keep you informed.

Moreover, he is to make appropriate arrangements in conjunction with Ian Barnes for the continuation of the Manual Chapter 2512 construction inspection program on Unit 2 during this detail period.
