Gentlemen:

This letter transmits three copies of each of the following:

1) WCAP-11522 " Response to NRC Questions on the LOCA Hydraulic Force Analysis of Beaver Valley Power Station Unit No. 2" (Proprietary).
2) WCAPJ.1523 " Response to NRC questions on the LOCA Hydraulic Force Analysis of Beaver Valley Power Station Unit No. 2" (Non-Proprietary).

The intent of these reports is to provide a basis for resolving Safety i Evaluation Report, Supplement 5, Licensing Action TAC 62904 on the use of the Multiflex 3.0 Code (reference 1). Duquesne Light Company contracted with Westinghouse to develop this information when informed that this was a viable way of reaching a resolution (reference 2) and the NRC staff indicated the concerns to be addressed in phone conversatire. with Duquesne Light Company and Westinghouse Electric Corporation personnel m arly May of this year.

Enclosed with these reports is a Westinghouse authorization letter, (CAW-87-066), a Proprietary Information Notice, and accompanying Affidavit.

As item l' contains. information proprietary to Westinghouse Electric Corporation, it is swpported by an affidavit signed by Westinghouse, the. owner of the information. The affidavit sets forth the basis on which the informa-tion may- be withheld - from public disclosure by . the Commission and addresses i with specificity the consideration -listed in. paragraph (b)(4) of. Section 2.790 of.'the Commission's regulations.

Accordingly, _it is respectfully requested that the information which .is proprietary to Westinghouse be withheld from public disclosure in accordance with 10CFR Section 2.790 of the Commission's regulations.

Correspondence with respect to the proprietary aspects of the Application for Withholding or the supporting. Westinghouse Affidavit should reference CAW-87-066 and , should be addressed to R. A. Wiesmann, Manager of Regulatory and L. L'egislative Affairs, Westinghouse Electric Corporation, P. O. Box 355, Pitts-burgh, Pennsylvania - 15230-0355.

It should be noted that the-favorable conclusions drawn in these reports are possible because of development over. the past two years. They are namely the Beaver Valley. 2 GDC 4 limited exemption, the GDC 4 " narrow scope" rule revision and the Beaver. Valley 2.Whipjet Program.

Duquesne Light and Westinghouse believe that upon NRC Staff's review this item will be' resolved.
