Dear Mr. Sieber:

OGC

SUBJECT:

BEAVER VALLEY UNIT 2 - NATURAL CIRCULATION C00LDOWN (TAC N0. 62905)

We have completed our review of your submittals on natural circulation cooldown. We conclude that you have demonstrated that the Diablo Canyon j

Unit I natural circulation tests are applicable to Beaver Valley Unit 2.

The enclosed safety evaluation provides details of our review and closes the subject issue, previously identified as confirmatory issue 22 in the Safety Evaluation Report Supplement 5 (NUREG-1057, Supp. 5).

Furthermore, since all emergency operating procedures required for natural circulation are in place, and no plant changes need be made, we consider the safety upgrades associated with this issue fully implemented.

Sin cerely, Hed Peter S. Tam, Senior Project Manager Project Directorate I-4 Division of Reactor Projects I/II Office of Nuclear Reactor Regulation
