NOTICE OF VIOLATION Carolina Power and Light Company Docket Nos. 50-325 and 50-324 Brunswick Units 1 & 2 Licente Nos. DPR-71 and DPR-62 During an NRC inspection conducted from December 28, 1997 through January 31, 1998, one violation of NRC requirements was identified. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions."

NUREG-1600. the violation is listed below:

10 CFR 50 Appendix B. Criteria XVI. Corrective Action, recuires that measures shall be established to assure that conditions acverse to quality are promptly identified and corrected. In the case of significant conditions adverse to quality, the measures sbil assure that the cause of the condition is determined and corrective action taken to preclude repetition.

Plant Program Procedure OPLP-04. Corrective Action Management.

Attachment 6 requires the initiation of a Condition Report for repetitive equipment failures.

Contrary to the above on December 3 and 30, 1997, for Unit 1 and l December 3. 10 and 20. 1997 and Janucry 4. 1998 for Unit 2. Condition Reports were not initiated to address the repetitive failures of the Plant Process Computer in accordance with OP_P-04. I This is a Severity Level IV violation (Supplement 1). This is applicable to both Units. 4 Pursuant to the provisions of 10 CFR 2.201. Carolina Power and Light Company is hereby required to submit a written statement or explanation to the U.S.

Nuclear Regulatory Ccmmission. ATTN: Document Control Desk. Washington, D.C. ,

20555 with a copy to the Regional Administrator. Region II. and a copy to the NRC Resident Inspector, within 30 days of the date of the letter transmitting this Notice of Violation (Notice). This reply should be clearly marked " Reply )
