SUMMARY

OF SEPTEMBER 4, 1997. HEETING WITH NNECO AND LITTLE HARBOR CONSULTANTS, INC. (LHC) TO DISCUSS NNECO'S RESPONSE TO RECENT LHC RECOMMENDATIONS On September 4, 1997, members of the NRC's Special Pro.incts Office had a publicly observed meeting with NNECO and LHC representatives. The meeting was held to allow NNECO to inform the NRC staff and LHC of its responses to LHC's recommendations as discussed in LHC's May 21 and June 5, 1997, letters and a May 21, 1997, meeting, and to allow LHC and the NRC to comment on NNECO's responses. The meeting's participants are listed in the enclosure.

The NRC staff opened the meeting by noting that this was the fourth meeting on NNECO's Employee Concerns Program (ECP). This ,neeting was intended to be the first in a series of working level ECP meetings. The next ECP meeting is scheduled for September 24, 1997, where LHC will present its latest findings and recommendations.

NNECO outlined its significant ongoing activities relating to the ECP, These activities included: (1) conducting surveys to determine if the recent training department intervention (i.e., disciplinary measures against certain employees) caused adverse effects; (2) investigating the alleged retaliation regarding two motor-operated valve program contractors; (3) identifying and addressing hot spots (i.e., organization areas or " pockets" where there are .j[ - l indications of intimidating and harassing management styles); (4) preparin the framework for a safety-conscious work environment; (5) conducting trai ing ). !

NNECO continued the meeting by discussing its responses to LHC's recommendations (as contained in LHC's May 21 and June 5, 1997, letters and as discussed in a May 21, 1997, meeting). NNE00 referenced its July 6, 22 and 24, 1997, letters in discussing these responses (the NNEC0 letters are available through the Public Document Rooms and, therefore, are not enclosed with this summary). The LHC and NRC staffs provided feedback and received clarification from NNECO on several of the issues presented. At the end of NNECO's presentation, LHC noted that, to demonstrate its ECP program is effective, NNEC0 should be able to provide a clean, crisp presentation that proves effectiveness.
