Attached is a closing Report of Inquiry on the captioned subject along with the letter of transmittal to the FBI, San Diego, California. Because the FBI has criminal investigative jurisdiction on the $0NGS site, after the prelimi-nary investigation was conducted b the matter w ferred orally on August 29, 1984 to Special Agent (y SA)0 who is irivestigating le the use of controlled substances at SONGS. his Report of Inquiry is a follow-up puttin the allegations and subsequent infonnation in writing for the FBI's and Re ion V's use.
