Comments on Senior Operator Licensing Examinations July 26, 27, 1989 The enclosed comments are in response to the Senior Operator written tests administered by Pete Isaksen, EG&G Idaho and Gary Johnston, USNRC to Hugo Simens and Diego Figueredo of Aerotest Operations, Inc.

The tests were conducted efficiently and effectively with minimal interference of normal operations. We wish to thank the examiners for their consideration.

Facility Review Comments for SRO Tests 7/26/89 Q. H.03 The answer for this question is correct as stated on the answer sheet page 34; however, a second answer is given in the Hazards Summary Report, AN-1193 on page 44, VII.A.1. The observation of suberitic. neutron multiplication is the common factor in the two answers.

A0 requests either answer be accepted.

Q. H.04 The use of the term " core life" in the context of the question is not understood. Page 1-16 of ARRR OTM, Vol 4, p.1-16 in the paragraph preceded by an

  • states "It is important to note that when reactivity (either positive or negative) is inserted into any critical reactor, for a very short time the reactor behaves as if all the additional neutrons are prompt. ... . In addition, the answer sheets of TEST NO. SEVEN (in a figure reproduced from a previous SRO test from the NRC) question 16 (center illustration) clearly illustrates the above phenomenom.

A0 requests that the answer d be considered correct Q. H.11 b The test answer in the material supplied to EG&G, Idaho was not complete. The answer of 10 % for the total ke rr change was correct. After subtracting the original 5%, the answer b=comes 5% or answer 3 The formula from the reference material rovided with the test is:

C1 (1-kerr1) = C2 (1-keff2) 10(1-0.95) = 5(1-ke rf2) 2 x 0.5 = 1-keff2 keff2 = 0 95 - 0.9

= 0.05 or 5%

A0 requests that the answer be changed to 3 Q. I.06 Pg. VI-2 says that " ...the waste will be treated to separate the radioactive material or removed to a waste disposal site." Only if analysis shows exempt levels of radioactivity is the water released to the sanitary sewer system. Answer c. is equally possible. If the word " treated" had not been used and the radioactivity was below exempt quantities then the water would be released into the sanitary sewer system.

fact remains that the instrument setpoints do not cause the event to be classified as 'a Radiological Emergency. Since alarm setpoints are more conservative and if only the instrument alarm setpoints are given half credit will be given'for correct instrument alarm setpoints.'
