Dear Sir:

The Nuclear Regulatory Commission inspection of our facili-ty, as documented in NRC Inspection Report 50-228/96-01, was received on 24 June 1996. We have been cited for two Severity Level IV violations which were addressed immediately. This letter serves as our required response.

The violation concerning the high radiation area above the reactor occurred because control features were determined to be lacking at two access points. The apparent lack of controls has been rectified by locking the door that leads to the two access points on top of the reactor. In addition, an audible or visual alarm and annunciator system is being added. The system will be activated when the door is opened and cause a visual or audible alarm in the immediate area and an annunciation at the control console. The locked door is in place and the alarm / annunciation system should be functional by 1 A: gust 1996.

The violation concerning physical security occurred when the vehicle gate was opened and determined to be left unguarded. This problem was solved on the spot by the Security Officer by insti-tuting administrative controls. Our revised gate opening proce-dure requires the employee who opens the gate to provide physi-cal security at the open gate until the gate is closed. There-fore, there can be no instance where the open gate is left unat-tended.

! ther the personnel doses. The principle of ALARA is always on our minds.

l mizing any hazard to the public and our employees. As citizens, l l

we face more danger from other sources than we do from any nucle- l ar activities. We apnreciate the continued assistance of NRC l
