Dear Mr. Eisenhut:
An application for the transfer of Reactor Operating License R-98 was submitted to the Nuclear Regulatory Commission on 11 April 1980. The transfer was conditional on the satisfactory completion of the sale of Aerotest Operations, Inc. by OEA, Incorporated to a newly formed corpor-ation, Aerotest Operations Acquisitions, Inc. The negotiations for the sale were unsuccessful and have been terminated. Consequently we must request withdrawal of our License Transfer Applico ( 'n.
