@lRIP',

January 21, 1987 Director NRR U.S. Nuclear Regulatory Commission Washington, DC 20555 REF: Docket No. 50-228, License R-98 Gentlemen:

We are enclosing a copy of the Aerotest Operations, Inc.

Emergency Plan for the Aerotest Radiography and Research Reactor (ARRR). This plan is identical to the plan submitted and approved by the NRC in 1984, except for updating and edi-torial changes to eliminate ambiguity.

The updating involves a change to the number of operating hours noted in Section I, and the number of employees noted in Section III.A. Each of these values has been increased to cover the current and projected requirements. Three editorial changes involve the following:

Figure I was labeled Figure 1. In addition,Section II, G, H and I were inconsistent with Section II, F in that they too referred to Figure 1. All of the Figure 1 references are now noted as Figure I, which is consistent with the labels for the other figures.

Section IX.B.2. (page 14) required alarm function checks on a quarterly basis. The Technical Specifi-cations require certain of these alarm functions to be tested on a monthly basis. Earlier, on page 14, (paragraph 2), it is noted that there are monthly tests of the alarms. Paragraph IX.B.2. has been changed to read " monthly basis" to make the Plan consistent within itself and bring it into full con-formance with the Technical Specifications.

The final editorial change involves Figure II, the Business Organization Structure. Here, we simply removed the graphic indication for a number of tech-nicians under " Manager Production", and replaced these with the plural "Techs" in a single box.

As can be seen, the changes are all minor and do not down-grade the Plan in any way. 'They will serve the purpose of updating the Plan to current conditions and add technical consistency. . Should you have any questions, please contact the undersigned or Mr. I.E. Lamb, our reactor supervisor, Very truly yours,
