Subject:

Annual Summary of Changes, Tests and Experiments at Aerotest Radiography and Research Reactor (ARRR), Docket No. 50-228, for period during 6/30/91

Dear Mr. Scarano:

The enclosed report summarises the ARRR operations from July 1, 1990 through June 30, 1991. This submittal complies with the requirements set forth in 10 CFR, part 50.59,

" Authorization of Changes, Tests and Experiments." Summary forms of monthly operations and unscheduled power reductions are included.

As shown in~the Summary Table of unscheduled shutdowns, there continues to be occasional spurious scrams due to electronics problems. The root cause of these is primarily related to the fact that all of the electronics are aged non-solid state units.

Also electric power failure, including one occurrence of high water temperature caused by a loss of power to the cooling tower, mada up the bulk of remaining unplanned scrams.

All fuel elements were removed and inspected during the yerr.

One graphite element was removed from service to make room for the addition of a new fuel element.

No new or unusual problems have been noted during the year and reactor operations have remained stable with respect to safety and reliability. ,

Very truly yours, AEROTEST OPERATIONS, INC.
