June 23, 1978 PRELIMINARY NOTIFICATION OF SAFEGUARDS EVENT-- PNS-78-28 This preliminary notification constitutes EARLY notice of events of POSSIBLE national security or public interest significance. The information presented all that is known by IE staff as of this date.is as initially received without verificatio Facility:

ANTI NUCLEAR DEMONSTRATIONS FOR WEEKEND OF JUNE 24-25, 1978 There are anti nuclear demonstrations scheduled during the weekend of June 24-25 at th following facilities:

NFS, West Valley Shoreham Seabrook Midland Only a small number of demonstrators are expected at West Valley, Shoreham and Midland and these protests are expected to be peaceful. The number of demonstrators at Seabrook is expected to be approximately 2000.

Although no violence is anticipated, the licensee has advised that local law enforcement agencies have developed contingency plans to deal with any attempts to occupy the site.

Additionally, an anti nuclear group from Kansas City plans to have a rally and picnic at a state recreation area in the vicinity of the Wolf Creek construction site. There are no indications that the J g

protestors are planning to go to the site itself.
