ENCLOSURE 1 q NOTICE OF VIOLAT:0N Carolina Power and Light' Company Docket Nos. 50-325 and 50-324 Brunswick License Nos. DPR-7.1 and DPR-62 During the Nuclear Regulatory Commission (NRC) inspection conducted on 1 November 2-6, 1987, a violation of ' NRC requirements was identified. In

! accordance with the " General Statement of Policy and Prccedure for hRC Enforcenietit Actions," 10 CFR Part 2, Appendix C (1987), the violation is listed .i below:

Technical Specification 4.0.5.a.2 requires that inservice testing of ASME I Code Class 1, 2, and 3 pumps shall -be perfonned in accordance with Section XI of the ASME Boiler und Pressure Vessel Code and applicable

4 Addenda as required by 10-CFR 50, Section 50.55a(g), except where specific written relief has been granted by the Coninission pursuant to 10 CFR 50, i.

-Section50.55a(g)(6)(1).

Contrary to the above, at least until August 1987, the licensee performed  !

l specified pump tests with gages that did not conform to the Section XI I range requirements. For example, the discharge. pressure gages used in a  !

Augest 7,1987, test of Residual rieat Rerioval system pumps had gages with ranges over 4-1/2 times the' reference values. The licensee did not request relief from the Commission relative to the requirement or even prepare a written justification for such a request. The licensee identified the gage range deficiency in October 1985.

This is c Severity Level IV violation (Supplement I).

Pursuant to the provisions of 10 CFR 2.201, Carolina Power and Light is hereby l

1. required to submit a written statement or explanation to the Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, DC 20555, with a copy to 1 the Regional Administrator, Region II, and a copy to the NRC Resident .I Inspector, Brunswick, within 30 days of the date of the letter transmitting j this Notice. This reply should be clearly marked as a " Reply to a Notice of Violation"andshouldinclude[foreachviolation]: (1) admission or denial of the violation, (2) the reason for the violation if admitted, (3) the corrective steps which have been taken and the results achieved, (4) the corrective steps which will be taken to avoid further violations, and (5) the date when full 1
