1 ENCLOSURE 1 NOTICE OF VIOLATION Carolina Power and Light Company Docket Nos. 50-325 & 50-324 Brunswick I and 2 License Nos. DPR-71 & DPR-62 During the Nuclear Regulatory Commission (NRC) inspection conducted on July 1-31, 1987, a violation of NRC requirements was identified. The violation involved failure to perform a surveillance test procedure and failure to maintain valves in the position specified by operating procedures. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1985), the violation is listed below:

Technical Specification (TS) 6.8.1.a, requires procedures be implemented for procedures in Appendix A of Regulatory Guide 1.33, November 1972.

Item H.2 of Appendix A, requires procedures for TS surveillance testing.

Item D.2 of Appendix A, requires procedures for standby gas treatment system operation.

a. Standby Gas Treatment Operating Procedure, OP-10, Revision 30, page 29, requires valves N-BFV-RB and I-BFV-RB be closed.

Contrary to the above, on July 26, 1987, Standby Gas Treatment Operating Procedure, OP-10, was not implemented, in that valves N-BFV-RB and I-BFV-RB were found in the open position.

b. OP-19, High Pressure Coolant Injection (HPCI) System Operating Procedure, Revision 11, Step 5.3.B.5,, requires opening the E41-F001 valve. Step 5.3.B.6, requires starting of the auxiliary oil pump.

Contrary to the above, on July 1,1987, OP-19 was not implemented on in that the auxiliary oil pump was started prior to opening the E41-F001 valve, resulting in an overspeed trip on HPCI.

c. TS surveillance test procedure 2MST-ATWS22M, Revision 2, step 7.4.4, requires placement of test switch in the TEST B position.

Contrary + 3 the above, on July 22, 1987, TS surveillance procedure 2MST-ATWS22M was not implemented in that step 7.4.4, requiring the placement of the test switch in the TEST B position, was not performed, resulting in a 2B recirculation pump +. rip.

This is a Severity Level IV violation (Supplement 1).

DPR-71 & DPR-62 Pursuant to the. provisions of 10 CFR 2.201, Carolina Power and Light Company is hereby required to submit to this office within thirty days of the date of the letter transmitting this Notice, a written statement or explanation in reply, including (for each violation): (1) admission or denial of the violation, (2) the reasons for. the violation if admitted, (3) the corrective steps which have been taken and the results achieved, (4) the corrective steps which will be taken to avoid further violations, and (5) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending the response time.
