, The Safety, Parameter Display System (SPDS) is an A . integral'.part of the Emergency Response Information System (ERIS) . SPDS is defined .as those functions available through the programmable function keys and orogram definable function keys shown in Figure 1.

' letter VP-85-0235, dated Decehber 31, 1985 in response to License Condition 2.C(17) i Attachment 2, Item 4, NRC License No. NPF-43 l

Response

Control Room personnel were trained in the operation of SPDS prior to December 31, 1985.

, A standard operating procedure and a users manual are available.

4. NBC Ouestion Has DECO reviewed the SPDS design against

. problems identified in IE Information Notice 86-10? Have there been simila.: problems experienced with the Fermi 2 design?

Responsq Detroit Edison has reviewed the SPDS considering the major deficiencies identified in Information Notice 86-10. Those' items discussed in IE 86-10 were not found to be major deficiencies in the Fermi 2 SPDS as an operational system.

Responso y; The Contrdi Room personnel and the emergency response personnel assigned to the Technical Support Center and Emergency Operations Facility are the primary users of the SPDS during an emergency.

7. EEC Ouestion in Assuming the SPDS is operational, have modifications been made since the' system was declared operational and on what were- the

- modifications made?

Response

Three SPDS softwaro' functions have been modified since it was declared operational.

. These modifications were made in accordance with the Engineering Design Package (EPD)

a process and are briefly described below

o  : The " rate-of-change" algorithm associated with-the numerical values shown on the SPDS displays was godified , to represent rate-of-change per minute values rather than rate-of-change.per second values. The rate-of-change per _ second values flashed on and of f the screen too ' rapidly for the numbers to be of value to the user.

o The 10-second delay that occurred prior to initiating an SPDS green / red status box based on high RPV pressure was removed.

L The color change is now initiated

! immediately upon sensing an RPV pressure l

greater than-the setpoint value.

o The processing used to initiate an SPDS green / red status box based on loss of RPV pressure at a rate greater than 10 psig per second was removed. It was determined that this color change was extraneous and could cause operator confusion.

Does the Fermi 2 plant operations staf f find .

that the SPDS makes their jobs easier? If so, how? If not, why not?

Response

The SPDS is an integral part of ERIS and is defined in Figure 1. The SPDS displays, for the most part, are static in nature unless the

! plant is in an accident situation.

Enclosure to VP-NO-87-0043 Page 4 However, many of the functions on ERIS enable the Control Room personnel to use the system as they perform their daily routines. This capability does not interfere with the capability of the SPDS functions to alert the.

operator to a possible accident condition in the plant.

9. NBC Ouestion Describe to what extent the plant operations staff is using or relying upon information provided by the SPDS? If the SPDS information is not relied upon, why not?

Response

NUREG-0737, Supplement 1, states that

" operators should be trained to respond to accident conditions both with and without SPDS." Control Room personnel are trained to use SPDS as an aid during accident conditions and are cautioned to verify the data with the instrumentation in the Control Room. The ERIS functions the Control Room personnel may use on a daily basis have inputs from SPDS points and are relied upon to provide useful information to the operator.
