Dear Mr. Tydeman:

This is in response to your letters of April 15, June 15, and August 14 all of this

year. Your interest in current events at the Saxton plant as well as the requests

outlined in the above correspondence were discussed during our telephone conversa-

tion on August 25, 1986. This letter is a followup to our conversation and pro-

vides information relative to past events and future plans for Saxton. As I indi-

cated, we apologize to you for the delay in responding to your requests. We un-

derstand your concern and the concern of the local population in keeping abreast

of plans for potential dismantlement and decommissioning of Saxton. As outlined

later in this letter, I have initiated steps to improve communications between

yourself and the NRC with respect to the Saxton facility.

The concerns outlined in your correspondence appear to lie in two general areas.

The first, addressed in your letters of April 15 and June 15 relate to dosimetry

discrepancies identified by the licensee which occurred in 1970. The other general

concern relates to present activities at Saxton which are preliminary to dismantle-

ment and possible decommissioning of the facility. This latter concern was dis-

cussed at length during our telephone conversation.

With respect to the apparent exposure discrepancies, enclosed please find the NRC

Region I report which addressed the meeting held with GPU here in the Region I

office on February 18, 1986. Also enclosed is correspondence from GPU to NRC

Region I which summarizes the findings of their investigation into the apparent

exposure discrepancies which were discovered in October 1985 related to events

which occurred in the 1969-1970 time frame. As we discussed on the telephone, NRC

is satisfied with GPU's investigation of this matter. GPU hired a consultant to

investigate this matter, and we have discussed this investigation report with them

on the telephone. The enclosed GPU letter of June 17, 1986 is an accurate summary

of that report.

Two other items are also pertinent to your interest in the exposure discrepancies.

There was a question of whether three or four individuals were involved in the in-

vestigation. As we discussed, there were four film badges involved, but only three

of these were assigned to specific individuals. You had also requested the names

of the individuals involved. Also as we discussed, privacy act considerations

prevents us from obtaining and releasing to you those names. However, as I told

you all three individuals were personally interviewed by GPU's consultant and they

are satisfied that this matter has been properly resolved. If you should have

further questions in this area, the appropriate NRC Region I contact is

Mohammed Shanbaky. Dr. Shanbaky, who is Chief of the Facilities Radiation Pro-

tection Section, can be reached at (215) 337-5258. His section has cognizance

of all matters pertaining to radiological controls at Saxton.

On July 25, a meeting was held between NRC and GPU here in the Region I office.

The report of that meeting is also enclosed, as you requested. The main topic of

that meeting was GPU's plans for disposal of the large quantity of groundwater

in-leakage which exists at the Saxton site. Plans for dismantlement were only

mentioned in passing at that meeting.

As we discussed, the formal procedure for dismantlement and decommissioning comes

under the purview of our office of Nuclear Reactor Regulation (NRR). The contact

in this regard is Robert Carter who can be reached at (301) 492-8206. I believe

that you have had previous dealings with Mr. Carter relating to Saxton. In this

regard, a meeting has been tentatively scheduled between NRR and GPU on September

10, 1986 to discuss GPU's future plans for Saxton. Items such as the formal pro-

cess to be followed by GPU with regard to dismantlement and decommissioning will

be discussed at that meeting. Subsequent to this meeting, NRR will establish the

necessary procedural steps to be followed by GPU with respect to future activities

at the Saxton site.

Again, let me apologize for the delay in responding to your requests for informa-

tion pertaining to Saxton. I hope the enclosures and information provided in this

letter have been responsive to your needs. If you require additional information,

Meeting Details

On February 18, 1986, a meeting was held at the NRC Region I Office to discuss

the licensee's preliminary investigation into exposure record discrepancies

associated with some workers previously employed at the Saxton Nuclear

Facility (now decomissioned). The records in question were for the period of

exposure from 1969 to 1970 and indicated anomalous dosimetry data for about

three personnel. The records were found November 7,1985, while the licensee

2 was attempting to compile a personnel exposure records file for the Saxton

facility. The NRC was subsequently informed of record discrepancies and of

the licensee's efforts to resolve the data.

The licensee presented the results of a preliminary evaluation and outlined

the investigative technique employed. Since the dosimetry processor is

defunct, difficulty has been experienced in obtaining records that may clarify

the anomalous data.

The licensee will continue his efforts to fully explain the discrepancies in

the records and committed to inform the Region by May 30, 1986 on conclusions

derived from the investigation.
