50-029/87-01 APPENDIX A NOTICE OF VIOLATION Yankee Atomic Electric Company Docket No.50-029 Yankee Nuclear Power Station License No. OPR-3 As a result of the inspection conducted on January 27-30, 1987, and in accordance with the NRC Enforcement Policy (10 CFR 2, Appendix C), the following violation was identified:

1. 10 CFR 50, Appendix B, Criterion V requires that activities affecting quality shall be prescribed by documented instructions, procedures, or drawings and that they shall include appropriate quantitative or quali-tati,ve acceptance criteria for determining that important activities have been satisfactorily accomplished. The licensee's Operational Quality Assurance Manual,Section V, incorporated these 10 CFR 50, Appendix B requirements during the performance period of the original masonry wall surveys conducted in 1980.

Contrary to the above, as of January 27, 1987, a written procedure pro-viding the scope and the quantitative and qualitative acceptance criteria was not documented for the 1980 walkdown/ survey of block walls performed to determine their location in relation to safety-related equipment.

This is a Severity Level V violation. (Supplement 1)

Pursuant to the provisions of 10 CFR 2.201, Yankee Atomic Electric Company is hereby required to submit to this office within thirty days of the date of the letter which transmitted this Notice, a written statement or explanation in reply, including: (1) the corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further violations; and (3) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending this response time.
