APPENDIX A Notice of Violation Yankee Atomic Electric Company Docket No. 50-29 Yankee Nuclear Power Station License No. DPR-3 Ouring an NRC inspection conducted April 1 - May 31,1988, a violation of NRC requirements was identifie In accordance with the "General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR 2, Appendix C (Enforcement Policy 1986), the violation is listed below.

Technical Specification (TS) 6.5.1.8 requires that the Plant Operation

Review Committee (PORC) maintain written minutes of each meeting and that copies be provided to the Manager of Operations and the Chairman of the Nuclear Safety Audit and Review Committee. TS 6.5.1.7.a requires that the PORC provide to the Plant Superintendent written approval or disapproval following the review of such items as p.-ocedures and changes thereto, pro-posed changes to the TS's, and all proposed changes or modifications to plant systems or equipment that affect nuclear safet In addition TS 4- 6.5.1.7.b requires the PORC to render determinations in writing with regard to whether or not each of the aforementioned items constitutes an unreviewed safety questio Contrary to the above, the requirements of Technical Specifications

6.5.1.8, 6.5.1.7.a and 6.5.1.7 b were not met from the period of October
