I NOTICE OF VIOLATION Yankee Atomic Electric Company Docket No. 50-29 Yankee Rowe Atomic Power Station License No OPR-3 EA 87-154 During an NRC inspection conducted on June 15-19, 1987, two violations of NRC requirements were identified. In accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1987), the violations are set forth below.

A. 10 CFR 20.101(a) limits the exposure to the skin of the whole body of any individual in a restricted area to 7.5 rems per calendar quarter.

Contrary to the above, on May 30, 1987, a worker at the facility was contaminated with a radioactive " hot particle" and received a dose to the skin of the whole body (1 cm2 of the skin of the scalp) of 10.5 rem, raising his cumulative exposure during the second calendar quarter of 1987 to 11 rem.

This is a Severity Level IV violation.

B. 10 CFR 20.201(b) requires that each licensee make such surveys as may be necessary to comply with all sections of Part 20. As defined in 10 CFR 20.201(a), " survey" means an evaluation of the radiation hazards incident to the production, use, release, disposal, or presence of radioactive materials or other sources of radiation under a specific set of conditions.

Contrary to the above, on May 30, 1987, a proper survey (evaluation) of a hot particle located on the skin of the head of an individual was not made to assure compliance with 10 CFR 20.101(a), which limits the radiation exposure to the skin of the whole body in any calendar quarter. Speci-fically, the initial dose evaluation following identification of the j contaminated hot particle was based on an inappropriate assumption con-cerning the size of the contaminant, in that the contaminant was of 4 smaller dimensions than assumed in the initial assessment. As a result, the initial dose rate estimate (8 mrem /hr) was in error. Subsequent calculations indicated a dose rate of greater than 100 mrem /hr.

This is a Severity Level IV violation. I 1

Pursuant to the provisions of 10 CFR 2.201, Yankee Atomic Electric Company is I hereby required to submit a written statement or explanation to the U.S. l Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, DC 20555 with a copy to the Regional Administrator, Region I, and a copy to the ,

NRC Resident Inspector within 30 days of the date of the letter transmitting i this Notice. This reply should be clearly marked as a " Reply to a Notice of Violation" and should include for each violation: (1) the reason for the 8708280261 870824 PDR ADOCK 05000029 PDR G

If an adequate reply is not received within the time specified in this Notice, an order may be issued to show cause why the license should not be modified, suspended, or revoked or why such other action as may be proper should not be taken. Consideration may be given to extending the response time for good cause shown.
