~ Yankee Atomic Electric Company Docket No. 50-29 Yankee Nuclear Power Station License No. OPR-3 During an NRC inspection conducted October 27 - January 19, 1988, a violation of NRC requirements was identified.
In accordance with the "General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (Enforcement Policy 1986), the violation is listed below.
10 CFR 50, Part 50.72 (b)(1)(A) requires the licensee to notify the NRC Operations Center via the Emergency Notification System as soon as prac-tical and in all cases within one hour of the occurrence of the initiation of any nuclear plant shutdown required by the plant's Technical Specifications (TS).
Contrary to the above, the requirement of 10 CFR 50.72 (b)(i)(A) was not met on December 3,1987, in that the NRC was not notified within one hour of the initiation of plant shutdown as required by TS 3.0.3.
Specif-ically, the channel 1 main steam line pressure switch on the No. 3 steam line was declared inoperable at 10:40 a.m.
The TS Table 3.3.2 Action Statement 6 requires that the inoperable channel be placed in the tripped condition within one hour; if not, plant shutdown is to be initiated in accordance with T.S. 3.0.3.
Plant shutdown was initiated at 11:40 a.m.
as required by TS; however, the required ENS notification to the NRC per 10 CFR 50.72 (b) was not made until 1:40 p.m., one hour late.
This is a Severity level IV violation (Supplement I).
Pursuant to the provision of 10 CFR 2.201, Yankee Atomic Electric Company is hereby required to submit to this office within 30 days of the date of the l
letter transmitting this Notice, a written statement of explanation in reply, including: (1) the reason for the violation; (2) the corrective steps which have been taken and the results achieved; (3) the corrective steps which will be taken to avoid further violations; and (4) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending this response time.
