EXECUTIVE SUMMARY Yankee Facility NRC Inspection Report No. 50-29/99-02 Inspections were conducted to determine whether the decommissioning activities carried out at the Yankee (Rowe) facility were conducted safely and in accordance with NRC requirements. This report covers a three-month period of inspection. Areas reviewed included safe operation of the spent fuel pool, radiological controls, organization and management controls, and auditing and corrective actions for decommissioning activities. This inspection period also included independent measurements and reviews conducted by the Oak Ridge Institute for Science and Education (ORISE) on behalf of the NRC to assess the adequacy of the licensee's final status survey pla The survey results were received by NRC on June 28,1999. In general, programs were effective for protecting the safety of workers during dismantiement and decommissioning activitie The licensee provided good controls for radiation exposure; however, there was one licensee-identified non-cited violation for failure to control access to a high radiation area. Very good controls for radioactive materials and contamination, surveys and monitoring during decommissioning work activities were observed. No other significant safety concems were identifie I The licensee's new condition reporting process was effective in identifying and resolving employee concems. Commitment tracking and corrective action tracking were effective to ensure tasks were completed in a timely manner. The procedure tracking system was effective in helping to coordinate timely revisions of procedures. The site organization and staffing levels were appropriate for site decommissioning activities. No violations or significant safety concems were identifie Effective procedures and processes to protect the safety of the spent fuel were implemented by the licensee. The licensee had adequate instructions for spent fuel pool make-up trending, spent fuel ;

pool instrumentation, and chemistry control l The licensee's final status survey program was consistent with NRC guidance. Results from ORISE i independent measurements and samples were generally consistent with background levels and the licensee's results. However, some areas for improvement were noted for the final status survey program, including the need for further determination of site-specific maximum detectable concentrations and documentation in completed survey pac'Kages. These areas for improvement will be reviewed when the confirmatory survey process continues. NRC and ORISE will visit the site in the future to take additional measurements and compare data with the licensee's progra ii
