APPENDIX A Notice of Violation Yankee Atomic Electric Company Docket No.50-029 1671 Worcester Road License No. DPR3 Framingham, Massachusetts 01701 As a result of the inspection conducted on January 10-15, 1988 and in accordance with the "General Statement of policy and procedure for NRC Enforcement actions", 10 CFR Z, Appendix C, the following violation was identified:

10 CFR 50, Appendix B, Criterion VII, "Control of Purchased Material, Equipment and Services," the Yankee Operational Quality Assurance Program Manual and Administrative Procedure AP-0211, "Material & Service Procurement Program" require that measures be taken to assure that purchased material conforms to procurement documents and that records of such conformance be retained.

Additionally, 10 CFR 50, Appendix B, Criterion III, "Design Control" and the Yankee Operational Quality Assurance Program Manual require that measures be established to assure that regulatory requirements and the design bases are translated into specifications, drawings, procedures and instructions.

Contrary to the above on January 13, 1988 during repair of a safety related vapor containment high pressure alarm, fuses in the alarm bistable were replaced "in kind" with commercial grade fuses which were not purchased in ceaformance to procurement documents. In addition, although the fuses were replaced "in kind," the exact fuse size required for the vapor containment alarm was not translated into specifications, drawings, procedures or instructions.

This constitutes a Severity Level IV violation (Supplement I).

Pursant to the provisions of 10 CFR 2.201, Yankee Atomic Electric Company is l hereby required to submit to this office within thirty days of the date of the .

letter which transmitted this Notice, a written statement or explanation in l reply, including: (1) the corrective steps which have been taken and the J results achieved; (2) corrective steps that will be taken to avoid further violations; and (3) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending this response time. ,
