These inspections were conducted to determine whether the decommissioning activities carried out at the Yankee Rowe facility were conducted safely and in accordance with NRC
,

requirements. This report covers a two month period of inspection. Areas reviewed included modifications to the spent fuel pool building, radiological controls, and decommissioning activities. This inspection period also included independent measurements conducted by the Oak Ridge Institute for Science and Education (ORISE) on behalf of the NRC to assess the adequacy of the licensee's final status survey plan. These survey results were received by NRC on July 24,1998.
In general, there were effective programs for protecting the safety of workers during dismantlement and decommissioning activities. The licensee's final status survey program was l
consistent with NRC guidance. However, several areas for improvement were noted for the final status survey program, including details in the survey documentation and the method for resurveying after a survey reading exceeds a guideline value.
The areas for improvement will be reviewed when the confirmatory survey process continues.
NRC and ORISE wi!! visit the site at least two more times to take additional measurements and compare data with the licensee's program.
