Docket No. 50-228, License No. R-98 Gentlemen:

We are enclosing a copy of the Aerotest Operations, Inc. Security Plan covering the Aerotest Radiography and Research Reactor (ARRR). This plan is identical to the NRC-approved plan in context. However, the enclosed plan has been edited to correct and update any changes during the last 5 years.

The updates in the 9-86 revised Plan are related to the Building Plan, Figure 1, and the Access Routes, Figure 2. The key changes in the building plan involve the addition of several doors to the " unauthorized entry" alarm system.

Three of the doors (A, B. & C) have been active in our alarm system for a number of years; however, since they were not building perimeter doors, they were not included in the Security Plan as alarmed doors. Our NRC Safeguards inspector, A. V. Wieder, requested that we show them in the Plan to reflect complete cover-age. The fourth door was shown in the 1981 Security Plan because it was scheduled for installation. In reality the door was installed this year.

The Access Plan has been updated to reflect the changes in street patterns over the last five years.

Picase take the appropriate actions to replace the existing ARRR Security Plan with this updated version. Should you have any questions concerning our Security Plan, please call me.

We request the enclosed Security Plan be exempt from public disclosure and not be placed in the public document room and receive limited distribution, in accordance with Section 2.790(d) of NRC's " Rules of Practice," Part 2. Title 10, Code of Federal Regulations.

Very truly yours, 8609190177 860915 PDR ADOCK 00000228 AER0 TEST OPERATIONS, INC.
