Dear Sir:

In accordance with the rec uirements of 10 CFR 50.M(C)(2), Washington State University hereby officially notifies t ie Commission that funds for the conversion of the WSU reactor from 1-LEU to LEU will not be available during fiscal year 1991. Washington State University was recently notified by the D.O.E. of the unavailability of funds by means of a letter from R. E. Stephens, a copy of which is enclosed.

Washington State University will notify the Commission should circumstances change and will submit the required certification letter for fiscal year 1992 by May 27,1992 if f unds are again available for fiscal year 1992 or the required conversion proposal should funds become available for fiscal year 1992.
