SUBJECT: NRC INSPECTION REPORT NO. 50-461/97011 (DRP)

Dear Mr. Cook:

I

On May 23,1997, the NRC oc' mpleted an inspection at your Clinton Power Station (CPS).

,

The enclosed report presents the results of that inspection.

The NRC closely monitored the implementation of CPS's current procedure 6dharence and

i

adequacy policy during this period. While problems, as noted below, continue to exist in

l both areas, general improvement in procedure adherence and quality was observed. Your i

staff,in general, effectively used the new procedure adherence guidance and procedure

!

change process to make prompt changes to procedures which could not be implemented

l

as written. However, two violations were identified and are of concern because in both

cases actions were taken which were outside procedural steps.

The NRC also identified three examples where CPS programs or procedures were not

effective in achieving the desired actions: 1) controls to ensure ope' ability of Emergency

Core Cooling System (ECCS) strainers did not effectively control tran? portable material in

containment: 2) controls for installing temporary scaffolding did not cNsider its potential

impact on safety related pipes; and 3) controls for safety related circuit breaker

surveillances did not consider the effects of preconditioning.

Additional violations were identified involving procedure implementation: 1) controls for

maintaining valve positions were not effectively implemented for the Emergency Diesel

Generator support systems; 2) an inadequate turnover resulted in damage to a safety

l

related containment isolation valve; 3) an individual did not properly implement CPS's

!

procedure on protective clothing use; and 4) instructions on a tag out procedure did not '

provide appropriate guidance on system restoration.

The NRC's Clinton Restart and Performance Review Panel (the Panel) reviewed the actio

lilinois Power was taking to address the containment degraded contings issue discussed in

the enclosed report: NRC issued a Corifirmatory Action Letter n:: June 9,1997,

. documenting your commitments in this area. No other new rastart issues were identified.
