SAFEGUARDS EVALUATION REPORT: SUBMITTAL DATED AUGUST 28, 1998, REQUEST FOR TIME EXTENSION TO PHYSICAL INVENTORY l REPORTING BACKGROUND By a facsimile dated August 28,1998, General Electric (GE) requested a delay beyond the 30 days normally allowed for completing and distributing all material status reports associated i with the facility's annual uranium physical inventory in July 1998. The amendment request, which temporarily relieves the licensee from the commitment in Section 9.3.6 of their current approved FNMC Plan, was processed following the provisions of 10 CFR 70.34 and 75.35(b).

DISCUSSION The licensee stated that the facility completed the physical inventory taking, reconciled the inventory data, but was unable to provide all material status reports associated with the results

! of its annual physical inventory, including DOE /NRC Form 742, " Material Balance Report," and Form 742C, " Physical Inventory Listing." The reason for the delay is the need for the lost time created during the facility preparation and recovery activities associated with Hurricane Bonnie.

As a result, the licensee cannot complete and distribute all those inventory reports within the l allotted 30 days. Thus, the licensee has requested a time extension. Additionally, the licensee

stated that the final inventory difference (ID) with regard to this material balance period was

_ within the expected range and regulatory limit.

l ' ENVIRONMENTAL REVIEW The staff has determined that the requested time extension involves safeguards plan and material accountability which are categorically excluded from the requirements to prepare a site-specific environmental assessment. Therefore, in accordance with 10 CFR 51.22(c)(12),

' neither an environmental assessment nor an environmental impact statement is warranted for l this action.

CONCLUSION The staff concludes that granting the licensee's time extension request for physical inventory reporting is justified and warranted, and that it will not reduce the effectiveness of the licensee's safeguards program. Thus, a temporary (one-time) Safeguards License Condition SG-1.5 is being issued which allows for the limited extension of time.

The Operations Branch (FCOB) inspection staff has no objection to this proposed action.
