SAFETY EVALUATION REPORT: AMEN 0 MENT DATED SEPTEMBER 4, 1996, MODIFICATIONS TO ANNUAL LIMIT ON INTAKE (ALI) AND DERIVED AIR CONCENTRATION (DAC) LIMITS BACKGROUND By application dated May 10, 1993, General Electric Company (GE), Wilmington, North Carolina, requested _an amendment of License SNM-1097 to permit the adjustment of annual limits on intake-(ALI) and derived air concentration (DAC) limits in process areas starting on January 1, 1994. This amendment was i approved on December 22, 1993. In an application dated April 23,' 1996, GE '
requested modifications to reduce the level of detail and prescriptiveness in )
adjusting the ALI and DAC. As a result of many teleconferences between the NRC and GE staff, GE sent revised submittals on June 4, July 11, August 20, ,
and September 4, 1996. j l
DISCUSSION l
In GE's April 23, 1996, application, GE requested that most of the )
requirements to adjust the ALI and DAC be deleted. After several '
teleconferences,'NRC staff and GE agreed to delete only a few of the requirements. One requirement that will be changed is the frequency of-reassessment of adjusted ALI/DAC areas. The annual frequency is being changed to one quarter of the work locations at a 6-month interval and selecting different locations each time. This change is in accordance with the guidance in Regulatory Guide 8.25, " Air Sampling in the' Work Place." Another change allows GE to adjust the ALI and DAC in any area of the' plant. Previously, GE was only allowed to adjust specified portions of the plant. An additional change involves allowing GE to make adjustments of the ALI and DAC to operations, location, or incidents where the airborne uranium physical characteristics are documented. The present license did not allow adjustments for any non-routine operations, accidents, or unusual types of situations.
GE also requested in the April 23, 1996, application, authorization to assess worker exposures based upon recently published dosimetric models recognized by

national and ' international radiation protection organizations. This change was rejected by the NRC staff since it would conflict with ALI and DAC values in 10 CFR Part 20.

Based on the information submitted by GE, the staff has determined that the changes are procedural and as such, will not adversely affect public health and safety or the environment. Accordingly, the staff has determined that the 1 criteria in 10 CFR 51.22(c)(ll) for categorically excluding an action from an environmental review has been met. Therefore, neither an environmental assessment nor an environmental impact statement is necessary for this 4
proposed action.
l CONCLUSION The staff has reviewed the proposed changes and has determined that they are
- acceptable.
l The Region II Principal Inspector has no objection to this proposed action.
