SUBJECT:

SAFETY EVALUATION REPORT, LICENSE AMENDMENT APPLICATION DATED MAY 16, 1988, RE DRY UF CONVERSION PROCESS-6 BACKGROUND GE is currently authorized to convert UF to by the wet ADU and the dry GEC0 processes. InthesubjectapplicatIon,UO GE2 proposes to install a dry steam UF6 conversion process.

DISCUSSION GE proposes to install and test a new UF6 - U0 7 conversion process. Dry superheated steara would be reacted with vaporized UF g to produce U0 F a The U0p9F would be treated and transferred to an existing defluorin$tbr.ndForHF.

this test program, the off-gases would be passed through the existing HF recovery system. The UF feed to the reactor would be gasified in an existing 6

vaporizer.

New equipment includes the steam hydrolysis reactor, a primary filter, and a defluorinator- preparation unit. Criticality safety is based on existing criteria in the license. The reactor and the preparation units are favorable geometry cylinders. The primary filter meets the dual k-effective limits of 0.9 and 0.97 for normal and accident conditions. Existing radiation protection programs are applicable to this process and will be used for the process.

3 O 27 1988 GE has incorporated a number of interlocks and alanns into the design for

- process _ safety. . A schematic drawing of the interlocks and alarms for the process is shown in Figure 1. The system assures that pressure and temperature .

are controlled to assure containment of UF , U0 F and HF. The pressure interlocks prevent flow of steani into the hFg chifnder. The temperature

' interlocks provide ossurance of superheated steam so that dry powder is produced Land .that the filter system does not plug and overpressurize. The interlock sys.,em controls the mixture of steam (at least 125% of the stoichiometric requirement)andUF to assure complete conversion of UF in the reactor. In part I of the licenhe application, GE has proposed licenke conditions governing the operation and the frequency of calibration and operability checks of these interlocks.

GE has also made minor changes in the license to clarify or correct typographical errors. These changes do not decrease the effectiveness of the nuclear safety program.

Conclusion /Recomendation

'The staff concludes that the proposed UF gU0, conversion process can be operated _ without unoue risk to the public hehlth and safety. The proposed license conditions provide assurance that the equipment can and will be operated with due attention to chemical safety. Approval of the application is recommended.
