SAFETY EVALUATION REPORT: AMENDMENT DATED DECEMBER 17, 1996, REVISED RADIOLOGICAL CONTINGENCY AND EMERGENCY PLAN BACKGROUND i

By application dated December 17, 1996, General Electric Company (GE), . l l Wilmington, North Carolina, requested an amendment to License SNM-1097 to j authorize minor revisions to the Radiological Contingency and Emergency Plan (RC&EP). By supplement dated December 31, 1996, GE provided a description of l the changes made in the December 17, 1996 application. >

DISCUSSION

[ The Region II and NMSS staff have reviewed the revision to the RC&EP and agree with the licensee that the changes do not decrease the effectiveness of the 4 RC&EP. The revisions-are minor and include: (1) changing telephone numbers, (2) revising site maps, (3) adding clarifying word changes, (4) updating the j list of procedures ~in Appendix D, and (5). revising the organizational charts.

ENVIRONMENTAL REVIEW e

i- The staff has reviewed the revised RC&EP and has determined that the changes i are administrative and procedural in nature. The staff has determined that

j. the proposed changes do not adversely affect public health and safety or the 2 environment. Accordingly, the staff has determined that the criteria in
10 CFR 51.22(c)(11) for categorically excluding an action from an environmental review haEbeen met. Therefore, neither an environmental assessment nor an environmental impact statement is necessary for this proposed action.

CONCLUSION The staff has reviewed the proposed changes and determined that they are acceptable and will have no adverse effect on public health and safety or the environment and do not decrease the response effectiveness of the RC&EP. This amendment is issued for the convenience of the Commission to maintain up-to-date references to the RC&EP. Accordingly, Safety License Condition S-3 is revised to read as follows:

2 S-3 The licensee shall maintain and execute the response measures in .the i Radiological Contingency and Emergency Plan, Revision 3, dated i December 17, 1996; or as further revised by the licensee consistent with 10.CFR 70.32(1). l The Region II Principal Inspector has no objection to this proposed action.
