SAFETY EVALUATION REPORT, AMENDMENT APPLICATION DATED JUNE 26, 1987, RE UF HANDLING PROCEDURES 6

Background

In response to DOE concerns about the potential hazards of filling UF cylinders containing hydrocarbons, NMSS requested licensees to assess6 their UFg cylinder handling procedures to prevent or detect the introduction of hydrocarbons in UF' g cylinders. Following the assessment, the licensees were l requested to provide the. assessment in the form of a license amendment application. The. subject application is in response to the NMSS letter of March 2, 1987.

Discussion GE has committed to using seals on all cylinders leaving the site. The seals will be applied to the cylinders in accordance with ANSI-N14.1. Vendors under GE control will be required to use procedures and controls to assure that hydrocarbons are not introduced into the cylinders. Other vendors.will be advised to do so. I As explained during a telephone conversation on July 22, 1987, between T. Preston Winslow and the reviewer, GE uses a vac um pump on the UF6 heel cold trap. The hydrofluorocarbon oil which is used in the pump is recommended for use by DOE for UFg systems. Written procedures have been established to prevent hydrocarbons coming into contact with the UF6 processing systems.

Conclusion / Recommendations  ;

The staff concludes-that GE has appropriate controls to prevent the introduction of hydrocarbons into UF, processing equipment and cylinders. Approval of the application is recommended.
