SAFEGUARDS EVALUATION REPORT: SUBMITTAL DATED NOVEMBER 13,1997, REVISION TO FUNDAMENTAL NUCLEAR MATERIAL CONTROL PLAN F

i BACKGROUND 1

By cover letter dated November 13,1997, General Electric (GE) submitted changes to its Fundamental Nuclear Mate ial Control (FNMC) Plan, none of which represented a decrease in effectiveness relative to the commitments in the existing approved Plan. Thus, the submitted FNMC Plan revisions qualify as changes permitted by 10 CFR 70.32(c).

E plSCUSSION The licenses submitted various changes to the FNMC Plan within Chapters 3.0 (Management Structure),4.0 (MC&A Measuremer.ts), and 7,0 (Identification and Resolution of Significant S5ipper-Receiver Differences). In all, the subject chapters of the FNMC Plan were submitted i

ih a new designated date. These Plan changes involved:

Correction of typographic errors throughout the subject chapters, o

A revision to address the handling of certain materials of very low uranium e

l concentration, and

-e Clarification of transforred material from other licensees and addition of enrichment confirmation measurement.

I All the ' proposed changes had been previously discussed with the NRC MC&A liceming reviewer and upon review were found to be acceptable.

CONCLUSION

- The staff concludes that the licensee's FNMC Plan revision does not decrease the effectiveness of the MC&A safeguards program and is, therefore, acceptable. The staff also determined that -

. the revised Plan coritains appropriate and necessary' commitments to satisfy applicable MC&A

. regulations specified in 10 CFR 74.31, The Operations Branch (FCOB) inspection staff has no objection to this proposed action.
