SAFETY EVALUATION REPORT: AMENDMENT REQUEST DATED AUGUST 6,1999, CHANGES TO THE RESPIRATORY PROTECTION PROGRAM BACKGROUND By application dated June 3,1999, General Electric Company (GE) submitted an amendment request to modify the respiratory protection program (RPP). As a result of a teleconference between Allen Mabry (GE) and Sean Soong (NRC) on July 28,1999, GE submitted a revised application dated August 6,1999, which replaced the previous application.
DISCUSSION The proposed changes to the RPP involve as follows: (1) the addition of the option of using a quantitative fit test for determining an adequate fit for face-sealing respirators; (2) the replacement of the description of equipment types with a commitment to use the National Institute for Occupational Safety and Health certified equipment in accordance with the protection factors in 10 CFR Part 20; and (3) the replacement of 'he general maintenance and testing requirements with a commitment to meet the manufacture specification and 10 CFR Part 20 for maintenance of the respiratory equipment. The requested modification will allow GE to continue to have one respiratory protection program that meets the requirements of both the NRC and the Occupational Safety and Health Administration. The staff has determined that GE's request to change the RPP is acceptable.
ENVIRONMENTAL REVIEW These changes are considered administrative in nature. The staff has determined that the proposed changes do not adversely affect public health and safety or the environment and are categorically excluded from the requirement to prepare a site-specific environmental assessment.
Therefore, in accordance with 10 CFR 51.22(c)(11), neither an environmental assessment nor an environmental impact statement is warranted for this action.
CONCLUSION The NRC staff has reviewed the proposed amendment and has determined that the proposed changes to its respiratory protection program will have no adverse effect on the public health and safety or the environment. Therefore, approval of the amendment application is recommended.
The Region ll inspection staff has no objection to this proposed amendment.
