SAFETY EVALUATION REPORT LICENSE' AMENDMENT APPLICATION DATED FEBRUARY 6,1989, RE CHANGES TO ORGANIZATION. AND REFERENCE TO RADIOLOGICAL CONTINGENCY & EMERGENCY PLAN'(RCEP):

Background

1 l By letter dated January 19, 1989, GE submitted an update to the.RCEP dated December 1,1988. On February 6,1989, GE submitted an- amendment application to incorporate the reference to the revision.into the license. In addition, the-amendment application requested authorization to make changes in the licensee's organization.

Discussion

a. RCEP The RCEP revision includes changes in the. incident classification criteria, notification requirements, personnel accountability and communications capabilities, organization and associated responsibilities, and updated offsite agreement letters. The staff agrees with the licensee that the changes, dated December 1,1989, do not decrease the effectiveness of the RCEP.
b. Organizational Changes The insertion of the facility manager into the licensed organization provides for the key position who has overall responsibility for safety and activities -

conducted at the GE-Wilmington facility. This responsibility is accomplished by delegating and assigning responsibility to qualified area managers.

The facility manager is an individual, appointed by upper GE' management, who is knowledgeable of the criticality control and radiation protection program concepts as they apply to the overall safety of a nuclear facility. The qualifications are commensurate with duties and responsibilities of the facility manager. In addition, the minimum qualifications of the supporting safety staff are adequate to provide an effective nuclear, safety program.

The changes in the safety group tiCes are administrative and have no effect on the operation of the organization.

! General Electric Company 2-Conclusion / Recommendation The, staff recomends that the license be amended to reference.the. revised RCEP.

This-action will be taken for the convenience of the Comission to maintain an up.to-date reference in the license.-

In addition, the staff concludes that the proposed organizational changes'- ,

.will have no-adverse effect on'the- public health and safety or on the

-environment. It is recomended that the license be amended to include the-organizational changes.

The Region'II Principal Inspector has-no objection to these proposed actions.
