SAFEGUARDS EVALUATION REPORT: SUBMITTAL DATED FEBRUARY 25, 1999, REVISION TO FUNDAMENTAL NUCLEAR MATERIAL CONTROL PLAN

-BACKGROUND ,

By cover letter dated February 25,1999, General Electric (GE) submitted various cha'nges to its

- Fundamental Nuclear Material Control (FNMC) Plan, none of which represented a decrease in -

effectiveness relative to the commitments in the existing approved Plan. Thus, the submitted i FNMC Plan revisions qualify as changes permitted by 10 CFR 70.32(c). J

- DISCUSSION  !

1 The Plan changes affected solely the text of Chapter 4 (MC&A Measurements)in the licensee's FNMC Planf The subject chapter, in its entirety, was submitted with a new designated date. In

all, these changes represented an enhancement with different clarifications and improved  ;

. descriptions throughout the entire chapter pertaining to the licensee's measurement systems  !

and measurement control program. -These changes are summarized as follows:

'* Revised descriptions of the UF, scale, the measurement codes, and the Elephant Gun waste counter and its calibration; eL Revised texts of the material descriptions and their accountability measurements, the list of items measured by the dichromate titration, the table to reflect current measurement systems, and the frequency of determining the uranium and enrichment factors; e~ Replacement of the SAM ll by the CAMS measurement system (a nondestructive assay i system foi scrap materials); j e - Addition of the use of final accountability measurement in the Active Rod Scanners; and

e. Clarification of investigative and corrective actions associated with an excessive inventory difference, j i

-The staff has determined that the Plan changes involve safeguards plans and material

-' accountability.which are categorically excluded from the requirements to prepare a site-specific i

-environmental assessment. Therefore, in accordance with 10 CFR 51.22(c)(12)ineither an environmental assessment nor an environmental impact statement is warranted for this action.

,CSNCLUSION F - The staff concludes that the licensee's FNMC Plan revision does not decrease the effectiveness of the MC&A safeguards program and is, therefore, acceptable. Therefore, existing Safeguards .

License Condition SG-1,1 is being revised to incorporate the revised FNMC Plan. In addition, )

three expired temporary license conditions SG-1.3,1.4, and 1.5 have been deleted. i The Operations Branch (FCOB) inspection staff has no objection to this proposed action. J
