SAFETY EVALUATION REPORT, AMENDMENT APPLICATION DATED MARCH 26, 1986, RE: NAME CHANGE, ABANDONMENT OF WAREHOUSE AND REVISION OF RADIOLOGICAL CONTINGENCY

Background

GE fuel fabrication operations have been known as the Nuclear Fuel

! Manufacturing Department. Per the application, this operation will be referred to as the Nuclear Fuel and Component Manufacturing Facility.

The Greenville, South Carolina, warehouse was vacated prior to April 30, 1986.

GE has proposed that the warehouse be deleted as a place of use.

GE requests that the revisions to the RCEP be referenced in Chapter 8.

Discussion The change in facility name has no effect on safety. Approval is recommended.

On March 4, 1986, GE informed the NRC that the warehouse in Greenville, South Carolina, was scheduled to be vacated by April 30, 1986. This would be done in accordance with Section 1.8.2, Part I, of the licensee's application referenced in Condition 9 of the license. GE also submitted the results of its survey for residual com amination. After the Office of Nuclear Material Safety and Safeguards review of this document, Region II was asked to perform a. confirmatory survey.

On April 25, 1986, Region II (memorandum from Barr to Crow) provided a copy of its confirmatory survey report (70-1113/86-08) and recommended that the ware-house be released for unrestricted use. Deletion of the warehouse as an authorized place of use is recommended.

The revisions to the RCEP have been made to reflect management changes and additions to site facilities. These changes do not reduce-the effectiveness of the existing plan. Informally, Region II has objected to this revision.

However, their objection is directed toward the Plan apparently not satisfying all considerations of NUREG-0762. These issues were evaluated in 1982 and do not need to be re-evaluated now. Approval of the Plan revisions is recommended.

r-General Electric Company _2 MAY 2 71985 Findings / Conclusions The staff finds that the facility name change and deletion of the Greenville, South Carolina, warehouse as an authorized place of use will have no adverse effect on the public health and safety or on the environment. The Region II Principal Inspector has no objection to this action.

The staff recommends that the revisions to the existing RCEP be recognized in the license.

The staff recommends that the above actions be authorized by including the date of " March 26, 1986," in Condition 9 of the license.
