SAFETY EVALUATION REPORT: AMENDMENT DATED SEPTEMBER 7, 1993, ADMINISTRATIVE CHANGES Backaround By application dated September 7,1993, General Electric (GE) requested that License SNM-1097 be amended to authorize administrative changes.
Discussion The changes proposed by GE are administrative and are of minor significance.
They include: (1) providing alternate qualification criteria for the Radiation Protection Supervisor's position, (2) clarifying requirements for issuing proceduras and providing them to operating personnel, (3) changing the review frequency from annually to every two years for Radiation Protection program documents, and (4) changing the procedure system in the communication of instructions and safety requirements to operating personnel.
Cateaorical Exclusion Based on the information submitted by GE, the staff has determined that this revision is an administrative change and as such, will not adversely affect the public health and safety or the environment. Accordingly, the staff has determined that the criteria in 10 CFR 51.22(c)(11) for categorically excluding an action from an environmental review have been met. Therefore, neither an Environmental Assessment nor an Environmental Impact Statement is necessary for this proposed action.
1 Conclusion / Recommendation The staff has reviewed the proposed changes and has determined that they are acceptable and will have no adverse affect on the public health and safety or the environment. Approval of the amendment application is recommended.
The Region II Principal Inspector has no objection to this proposed action.
